Order no 463/21.06.2017 for for the approval of the Accounting reporting system on 30 June 2017 of economic operators was published into Official Gazette no 895/21.06.2017.

Main provisions:

Economic operators which are subject to the Accounting regulations approved by the Order of the minister of public finances no. 1802/2014 and to the entities subject to the Accounting regulations conformant with the International Financial Reporting Standards approved by the Order of the minister of public finance no. 2844/2016 and in the previous financial year recorded a turnover of higher than 220,000 lei, have to submit to the local offices of the Ministry of Finance accounting reports at 30 June 2017.

Turnover is calculated based on the indicators in the annual financial statements as of 31.12.2016.

Accounting reports shall be submitted to the local offices of the Ministry of Finance, on paper and in electronic format or only in electronic format on the website www.e-guvernare.ro.

Accounting reports on 30 June 2016 shall be submitted to the local offices of the Ministry of Finance no later than 16 August 2017.

Failure to submit accounting reports on 30 June 2017 as provided by the Order shall be fined under art. 42 of Law no. 82/1991 (ie fine ranging from 300 lei to 4500 lei).

Entities that have chosen a different financial year than the calendar year shall submit accounting reports but using information at different dates. The Order introduces certain provisions with respect to the preparation of financial statements in case of mergers, dissolution or liquidation by the entities that have the financial year different from the calendar year.

Accounting reports on 30 June 2014 shall be signed by the administrator or the person liable for entity’s management.

The Order completes the provisions included in the Accounting Regulations regarding the annual financial statements approved through the Order of the ministry of public finances no. 1802/2014, and in the accounting regulations according with the International Financial Reporting Standards approved by the Order of minister of public finance no. 2844/2016, regarding the accounting treatment of green certificates received after the date of 1 April 2017.
